New Docks and Boathouses on Watts Bar Lake: TVA Size and Height Rules
A new dock or boathouse on Watts Bar Lake is a Section 26a project, and Section 1304.204 of TVA's regulations governs how big it can be, how far it reaches, how high it sits and what can go inside. Two numbers shape a design here: fixed decks on Watts Bar must sit at least 24 inches above full summer pool, and the lake drops five to six feet each winter. This page lays out TVA's footprint limits and when the larger one applies, how far a dock can reach, spacing from neighbors, roofs and enclosures, fees and review time, and what changes on the lower lake.
TVA's dock rules at a glance
18 CFR 1304.204 for residential docks
- Footprint
- 1,000 square feet total for docks, piers, boathouses and other water-use facilities, or 1,800 square feet in an area of preexisting development
- Where it sits
- Within a single rectangle or square of that size at the lakeward end of the access walkway; the walkway isn't counted
- Reach
- 150 feet from shore at most, or a third of the way across to the far shore if that is shorter
- Deck height
- Fixed decks at least 24 inches above full summer pool on Watts Bar
- Walkway
- A single walkway taking the most direct line to land and meeting the access corridor; 6 feet wide at most over water
- Spacing
- In subdivisions recorded after November 1, 1999, a 50-foot gap from neighboring docks; if that can't work, TVA may call for a shared or community dock
- Narrow lots
- With under 50 feet of property owned or controlled next to TVA shoreland, TVA caps how wide the facilities can be along the shoreline
- Height
- One story; an open second-story deck with railing allowed, without roof, siding or screening
Which footprint limit applies
The standard limit is 1,000 square feet for everything on the water tied to your lot. The larger 1,800-square-foot allowance is for sites in what TVA calls "preexisting development," defined two ways:
- the dock will be in a subdivision recorded before November 1, 1999, where TVA permitted at least one water-use facility before that date, or
- where there's no subdivision, the dock will be within a quarter-mile radius of another water-use facility TVA permitted before November 1, 1999.
Your plat's recording date and the permit history of nearby docks decide which limit you get. Ask TVA to confirm before design starts.
Roofs, enclosures and what can go inside
- Docks, boatslips, piers and fixed or floating boathouses are all allowed, and docks may be fixed, floating or a mix.
- Roofs are allowed on boatslips on Watts Bar, and roofs for shade over docks or piers are allowed on all TVA reservoirs.
- Covered boatslips may be open or enclosed with siding.
- Enclosed storage is for water-use equipment only, with outside dimensions no more than 32 square feet.
- No living or sleeping space. A floor area doesn't count as enclosed if three of its four walls are wire or screen mesh from floor to ceiling, open to the weather.
- No toilets or sinks, and no stoves, refrigerators or microwaves.
Height and the winter drawdown
Five TVA reservoirs, Pickwick, Wilson, Wheeler, Guntersville and Nickajack, let fixed decks sit 18 inches above full summer pool. On every other TVA reservoir, Watts Bar included, the minimum is 24 inches. TVA lists the lake's typical summer range as 740 to 741 feet and its winter minimum as 735, reached through a drawdown that starts November 1. A fixed deck built to the summer rule will sit several feet higher above the water every winter, and a floating dock's walkway will change angle as the lake drops. Both are worth talking through at the design stage. See winter drawdown.
Applying, fees and timing
TVA takes Section 26a applications online only, since October 1, 2025. The fee for an on-reservoir dock or boathouse is $1,000. TVA's target for minor construction is 100 days, and it warns that some files run to 120. The drawings have to show the dock from above and from the side, with its dimensions, its height above the water and where it sits against the shoreline and your lot lines, and TVA asks that plans include everything proposed, such as utilities and jet ski floats. Each applicant signs.
If the dock is on your own land, TVA's rules say you must own that land (the fee interest) or hold an adequate leasehold or easement interest in it (1304.2(a)). TDEC's general permit list includes GARAP014, Construction of Access Structures and Boat Ramps. We couldn't confirm whether a residential dock falls under it, so ask TDEC whether your dock needs state coverage. The permits guide covers both.
On the lower lake and Clinch River arm
The Department of Energy uses dock installation as its example of dredging that requires a permit on the lower part of Watts Bar and the Clinch River/Poplar Creek area, where dredging permit requests are reviewed by TVA, DOE and TDEC. If your dock plan involves dredging there, raise it at the start. See Clinch River arm and lower lake.
What a new dock costs
We haven't found published new dock or boathouse prices for Watts Bar Lake. Local new dock cost: [PRICE]. TVA's application fee is $1,000. In Tennessee, any project of $25,000 or more requires a contractor license, starting with the bid. See who does the work.
New dock questions
How big can my dock be on Watts Bar Lake?
1,000 square feet for all water-use facilities on your lot, or 1,800 square feet in an area of preexisting development as TVA defines it. Access walkways aren't counted.
How far out can it go?
150 feet out from the shoreline at most, or a third of the way across to the far shore if that's the shorter distance.
How high does a fixed deck have to be?
At least 24 inches above full summer pool on Watts Bar.
Can I put a bathroom or a kitchen on the dock?
No. TVA doesn't allow toilets or sinks on water-use facilities, or stoves, refrigerators or microwaves.
What does TVA charge to apply?
$1,000 for an on-reservoir dock or boathouse application.
